Antique sterling baby whistle & rattle with mother of pearl teether. Unbranded

Description

This is an antique, sterling silver, baby whistle and rattle, with a mother-of-pearl teether (unless you consider this side the handle).  The sterling silver part contains a nice design, which looks either like a turkey or a flower, depending on how you view it.  There are 2 small bells hanging from loops at each side of the whistle.  There is a small loop attached to the bottom of the whistle, through which you can attach a string or chain.  The bottom reads "sterling .925".  I do not see any maker's marks. Just the whistle part measures 1-1/2" long x 5/16" thick x 1-1/4" wide (if you count the bell loops).  Each bell is only about 1/4" diameter.
The mother-of-pearl portion extends from the end of the whistle/rattle and measures 1-1/2" long x 3/4" wide x 1/8" thick.  This is in nice condition.
The total item measures 3-1/4" long and is in nice condition!  Everything works (yes, I did try the whistle) and the rattle works too (because I played with it...).
