Sterling Silver Victorian Possibly Sardine Fork

Offered for sale is a fork that I think is for sardines but I am not sure.  It measures about 6 1/2 inches from fork tip to handle and the fork measures about 2 1/4 inches wide at prongs. Thanks for bidding! David
